The ºÚÁÏÉçÇøÍø has many above-ground storage tanks holding fuel for emergency generators, oil within electrical transformers, elevators, used motor oil, and used cooking oil. The Colorado Storage Tank Regulations require all ASTs with volumes of petroleum products 660 gallons and greater to be registered and regularly inspected (Link). It is important to remember that new ASTs with volumes of 660 gallons and greater which are intended for petroleum products must be registered with the state before they are initially filled.

The EPA requires ºÚÁÏÉçÇøÍø to have a Spill Prevention Countermeasures and Control Plan (SPCC) in place to manage all oil-containing tanks and drums on campus with volumes of 55 gallons and greater. The SPCC rules apply only to oils and include all types of oils, including petroleum, synthetic, and vegetable oils. The SPCC plan is updated every 5 years, and a registered P.E. will certify technical amendments to the SPCC plan.

EH&S works with facilities management groups across the campus to ensure that ASTs and drums that are regulated under the Colorado Storage Tank Regulations and/or the SPCC rules are inspected in accordance with the regulatory requirements. The SPCC rules also require annual training for employees who are responsible for regulated tanks and drums. EH&S provides this training, which is available anytime for campus constituents on Percipio (course number u10121).

ºÚÁÏÉçÇøÍø has a small number of USTs on campus for the storage of heating oil which are excluded from the requirements of the Colorado Storage Tank Regulations. These tanks are all double-walled and outfitted with electronic monitors, alarms, and overfill protection which are regularly inspected by Utility and Energy Services staff.

Besides providing compliance assistance, EH&S will provide spill kits for any area that includes tanks or drums which are regulated by these regulations. For assistance, please contact EH&S at 303-492-6025. To report the release of oils to the environment, please immediately get in touch with the EH&S Department at 303-492-6025 (or CUPD at 303-492-6666 during non-business hours).
