We sent this email at 10 a.m. on Thursday, Sept. 4, 2025, to first-semester graduate and law students who were classified as nonresidents for tuition purposes.

Dear [first],

According to our records, you’re currently classified as a nonresident (out-of-state) for tuition purposes. As a graduate or law student, you may be eligible to petition for a change to resident (in-state) tuition classification for Fall 2026, provided you established physical presence in Colorado on or before August 19, 2025, and take the necessary steps to establish legal ties by the time periods outlined below.

To be eligible for a change to resident classification for any term, you must demonstrate at least 12 months of Colorado domicile before the term start.

Domicile is your true, fixed and permanent home of habitation. Establishing domicile requires physical presence (living in Colorado), severing legal ties to your former state and establishing new legal ties to Colorado in a timely manner after moving to the state.

Your Next Steps to Qualify for Fall 2025

If you moved to Colorado on or before August 19, 2025, and you’d like to petition for a change to resident classification for Fall 2026:

Take action now to establish legal ties to Colorado.
- Get a Colorado driver’s license or state ID within 120 days of moving to the state.
- Change your voter registration to Colorado if you are a registered voter.
- Register your vehicle in Colorado within 180 days of moving to the state.
- File income taxes as a Colorado resident.
  
  Review our adult petition information, graduate student video and graduate student handout for detailed requirements expected of a Colorado resident. It is your responsibility to review the requirements and ensure you have met them.
Submit your completed Adult Residency Petition between March 2, 2026 and July 10, 2026 (5 p.m.). Mark the final deadline on your calendar now.

*If you fail to take the required steps by the deadlines outlined above, your petition will be denied and you will be continue to be assessed out-of-state tuition.

**If you maintain legal ties to another state, your petition will be denied and you will continue to be assessed out-of-state tuition.

Considerations for International Students & WRGP Participants

International students with student visas (e.g., F-1, F-2, H-3, J-1, M-1, M-2) do not typically qualify for in-state tuition and should not submit a petition without first contacting the tuition classification office at tuitclass@colorado.edu.

Graduate students who qualify for in-state tuition rates under the Western Regional Graduate Program (WRGP) should not make changes to their domicile and should not petition for in-state tuition. WRGP applies to select academic programs only.

On Monday, Sept. 8, we canceled (a.k.a., purged) the waitlists for Fall 2025 Main Campus Boulder full-semester (Session B) and Colorado Mesa (Session BMU) classes.

Waitlists for Boulder Law full-semester (Session BLW) classes will be canceled on Wednesday, Sept. 10 and waitlists for Western Colorado (Session BWU) classes will be canceled on Monday, Sept. 15.

To request a snapshot of the students who were still on a class waitlist when it was canceled, please email cusisdev@colorado.edu. The report also includes students who were waitlisted for more than one section of a class or who were waitlisted for one section but enrolled in another.

As a reminder, students who remain on the waitlist through the cancellation date lose access to the class's online materials and no longer appear on the class roster; however, they may be eligible for course reservation the next time that course is offered.

Fall 2025 IUT Processing Due 9/5

The deadline to process all Fall 2025 IUT applications is noon on Friday, Sept. 5 (census). If you have special circumstances for a late IUT, please first consult with iut@colorado.edu and if appropriate complete the IUT admissions form by this date.

To process applications that will not be granted admission for Fall 2025, you’ll need to deny or cancel the application and encourage the student to reapply for Spring 2026. (Effective Spring 2025, we are no longer rolling forward applications.)

Fall 2025 Drop Application & Considerations

Friday, Sept. 5 is also the final IUT drop deadline. Students pursuing double degrees who wish to drop only one of their degree programs should use the IUT application. This is the same form as the IUT change or add application, takes only a few minutes to complete and serves as an official record of the student's intent to drop one of their programs.

The date a student decides to submit an IUT drop application may impact their tuition and finances as well as their student status and graduation timeline. Students are encouraged to consult with the appropriate offices to understand these implications, including the Bursar's Office, Office of Financial Aid, Scholarship Services, Veteran and Military Affairs, International & Student Scholar Services (ISSS) and Herbst Academic Center.

Graduating seniors applying for an IUT drop after the deadline for their graduation term should work with their academic advisor and submit an IUT drop application for any program they won't complete before graduation.

Friday, Sept. 5 (census) is the deadline to process IUT applications and the IUT drop deadline.

We have reviewed the petition and supporting documents you submitted for Summer 2025. After our initial review, we requested additional documentation or clarification regarding your residency petition. This request was sent to you by email and was noted in Buff Portal as a to-do item.

Because you did not submit the required documentation, your petition is now closed and will no longer be processed. Petition closures are final and may not be appealed.

We noticed that you've exhausted your allotted 145 lifetime hours of COF funding toward your degree.

On your behalf, we've granted you an institutional extension that allows your COF funding to continue through Summer 2026. You don't need to take any additional action at this time. This semester's COF hours will be applied to your bill within 48 to 72 hours.

To Apply for Additional COF Hours

If you need COF hours beyond Summer 2026, you may submit a Colorado Commission on Higher Education waiver request to ask for additional hours.

To Postpone This Extension

To postpone this COF lifetime limit extension until your next semester of enrollment, email the COF support team by 5 p.m. on Wednesday, Nov. 12, 2025.

Please be aware that if you postpone the extension, you'll be responsible for paying the portion of this semester's tuition typically covered by COF funds.

What Happens Next

Between Aug. 30 and Sept. 7, contact the department offering the class to see if their policies allow them to enroll you manually. If not, you may want to remain on the waitlist so you're eligible for course reservation, which can guarantee you a seat the next time the course is offered.

On Monday, Sept. 8, waitlists are canceled. If you still aren't enrolled, you'll lose access to the class's online materials and be removed from the class roster. Attend the first class meeting and tell the instructor you're on the waitlist. They may be able to advise you on your chances of being enrolled from the waitlist and whether you should continue to attend the class meetings.

What Happens Next

If a seat becomes available in your waitlisted class:

Between now and Aug. 29, the next eligible waitlisted student will be enrolled automatically. If you’re enrolled automatically, you’ll receive an email confirmation within 24 hours.
Between Aug. 30 and Sept. 7, contact the department offering the class to see if their policies allow them to enroll you manually.
